Katniss fights against it, but they threaten her sister's life if she refuses, so she has to. There's no other choice.
◉ Victors are something of a commodity: they attend parties when they're told to, and having a Victor grace your event is like having a celebrity drop in. People pay her a lot of money to be there. Katniss hates parties.
